Chakib Khelil, the storied former Algerian Minister of Energy and Mines, is back. After his 2010 fall from grace amidst devastating corruption scandals and his subsequent self-imposed exile, Khelil is now making the rounds throughout Algeria. And very, very publically. But to what end?
Is Khelil back to make a run for the post-Bouteflika presidency? Is he gunning to regain the mantle of the Algerian energy sector?
