In Morocco, the king has the government. In Algeria, decision-makers have faux opposition parties and the main étrangère. Following yesterday’s constitutional referendum in Tunisia, President Kais Saied has nothing. There is no institutional fall guy. There is no one to blame when things go (even more) pear-shaped. Except the people. And this should be cause for grave concern.
